I don't think that's true in the US. Legislation has moved in that direction, but it's been suspended. While the standard screw-in light bulb of old is deprecated, for instance, they're still available if you look. But that doesn't make any difference, because the replacements are not only better, they fit in the same fixtures.

The proposed standards may not provide for new bulbs to fit in the old halogen fixtures, but I see that the kind of halogen device I have, or at any rate something that looks just like it and would fit in the same slot, is still available on Amazon.
