No more a Sixties band than the Beatles were a FIfties band, and for the same reason. Likewise Steeleye Span, which also started in 1969, and likewise underwent great convulsions in membership and style before settling down to its most characteristic work in the early 70s.
To clarify the point, of those bands that were Sixties bands that stuck around into the 70s, like the Hollies, they'd done most of their best and most characteristic work in the 60s.
I've never heard any cover versions of "Eleanor Rigby" before. This one is what I call "jazzified".
