If you're in the slow lane of a motorway and you want to overtake someone in the middle lane, then you have to the long way around, via the fast lane, in order to do so. That's why people who just settle down in the middle lane for the duraction are disliked.
But yes, the one exception is for stop-and-go jams. There, the rules are by custom relaxed.
