I think "rock 'n roll" and "rocking out" definitely have an influence on the use of "You rock". But my suspicion is that it is simply a shortening of the phrase "You rock my world!" - an exlamation of being bowled over, experiencing an earthquake at your arrival and such-like metaphors.
