Well, I'm glad to report that at my suburban high school near Cleveland, in the 1980s when I attended and still today, band and choir rehearse daily, during the school day, and for class credit. I hadn't realized that was so unusual.
(And thanks for the clarification in the earlier post regarding Rebecca Clarke; I hadn't read closely enough.)
