There's an old line that a neofan is a person in fandom who doesn't know what a neofan is, and since TAFF voter eligibility does require previous activity in fandom, I think knowing what TAFF is is a good shibboleth.
And I'd certainly advise voters to be aware of all the candidates before voting. I say the same thing about the Hugos: I strongly advise against voting in categories where you haven't read (or equivalented) all the finalists.
But I agree that it's an entirely different matter when a person clearly previously qualified to vote by the above criteria finally gets off their, uh, duff and casts a vote because a friend is running. All candidates have lazy friends.
