Both MLA and CMS prescribe that a magazine article, i.e. not from a scholarly journal, be cited with the information: author, article title, magazine title, issue date, pages; and the only difference between them is the punctuation of these elements. Possibly what you've encountered is attempts to use the journal citation style, with volume numbers and all, on magazines. This used to be common, and possibly required, but being ridiculous was eventually dropped.
