Both toolbars and colors are configurable for Opera; here are the instructions for Opera 11 and 12 (http://usability.com.au/opera-11-and-12-change-colour-contrast/).

There is a Chrome Extension that enables you to switch from black on white to white on black (https://chrome.google.com/webstore/detail/high-contrast/djcfdncoelnlbldjfhinnjlhdjlikmph?utm_source=chrome-ntp-icon).
