The first oboe passage in that scherzo from Santos's second symphony reminds me, just a little, of the opening oboe statement in the first movement of the Brazilian composer Brenno Blauth's Concertina for Oboe and Strings (I don't the date, though surely Santos's 1947 piece predates it).
